Those aren't muslim head scarves, those are shawls called "chuni's". They are common in the Indian subcontinent and don't have a religious basis to them. In that part of the world, it is a sign of respect for both men and women to cover their heads.

I would normally agree with you JS if this dude was in his native Norway...but a country that is suspicious of a foreign national in their borders should have the right to deny entry, or arrest them and deport them if they find them.
